Mme. Fan Xiaoli, Director General, Hui Nationality, member of CPC, Ph.D of Laws, who was born on November of 1961 in Dunhua City of Jilin Province. She graduated from Asian and African Languages Department of Beijing International Studies University (the former 2^nd College for Foreign Languages Suties) majoring in Japanese.
